Teenager rapes 3-year-old cousin in Sonepat

Chandigarh, June 29

A mentally-challenged 16-year-old boy allegedly raped his three-and-a-half-year-old cousin in a village at Gohana in Haryana’s Sonepat district, the police said on Friday.

The boy took the girl from her home on Wednesday on the pretext of buying her something to eat, SHO, Police Station Sadar, Gohana, Sethi Malik said.

He, however, took her to an abandoned house nearby where he raped her, he said.

Later, the boy took the girl back home where she narrated the incident to her mother.

The boy has been sent to an observation home for juveniles in Karnal.

The girl’s medical examination had confirmed sexual assault, the SHO said.

He said the boy was “mentally unstable”. PTI

Delhi High Court grants parole to Ajay Chautala for taking PG exam

New Delhi, June 29

The Delhi High Court on Friday granted parole to incarcerated INLD leader Ajay Singh Chautala to appear in a PG diploma exam to be held at Sirsa on Saturday.

Justice Vinod Goel said Chautala, who is serving a 10-year jail term in a teachers’ recruitment scam case, be released on Friday on parole to appear in the exam on Saturday afternoon and that he would surrender on July 1.

The direction came on Chautala’s petition, filed through advocate Amit Sahni, seeking parole to appear in the exam on Fundamentals of Psychology scheduled for June 30.

The court said Chautala would have to furnish a personal bond of Rs 15,000 and a surety of the like amount.

The order was passed after Delhi Police, represented by advocate Rajesh Mahajan, told the court that the Controller of Exams of the university had confirmed that the exam in question is scheduled for Saturday.

Chautala is pursuing the PG diploma in Counselling and Behaviour Modification (PGDCBM) under the distance education programme of Guru Jhambheshwar University of Science and Technology at Hisar.

The Supreme Court had on August 3, 2016 dismissed the appeals of Chautala and his father Om Prakash Chautala challenging the high court verdict upholding their conviction and sentence of 10 years awarded by a trial court in the junior basic trained (JBT) teachers’ recruitment scam case.

The father-son duo and 53 others, including two IAS officers, were among the 55 people convicted on January 16, 2013 by the trial court for illegally recruiting 3,206 JBT teachers in Haryana in 2000. PTI

Pipli live: Villagers get protection from head

Terrorised by the sarpanch of Pipli gram panchayat in the district, some villagers on Thursday approached the Sonepat DIG-cum-SP Satender Kumar demanding police protection and immediate arrest of the absconding village head, Ram Niwas.

Kharkhoda DSP Harender Kumar said after hearing the grievance, the SP ordered deployment of 30 police personnel in the village and sanctioned gunmen to eight villagers “directly threatened” by the sarpanch.

Niwas and his associates are accused of murdering a village youth, Ashish, on June 24 while the victim was working out in a gym at Kundal.

The DSP said nine police teams had been formed to arrest the sarpanch and others allegedly involved in the murder. “We will take help from the Rohtak police as well,” he said.

A file recommending a Rs 50,000 bounty on Niwas and allowing arms licences to six village youths under the rules had been sent to the DGP for approval, he said.

On June 12, Niwas and others had opened fire on another villager, Ram Avtar, injuring him seriously. Avtar was admitted to PGIMS, Rohtak.

Before his election as sarpanch in January 2016, eight cases, including one of murder, two of attempted murder and one of extortion, were registered against Niwas at different police stations in the district. However, shortly before the panchayat elections, he was acquitted in all cases by the court.

No let-up in cyber crime cases in G’gram

The number of cyber crime cases continues to register an increase here, with 1,900 cases coming to light this year so far. Of these, 1,100 cases pertained to online credit and debit card frauds. The highest number of cases (273), as of now, were registered in May. The number was 250 in March, 179 February, 158 April,142 January and 137 this month. Only 50-odd cases have been solved.

“Many crimes take place due to the negligence of victims. Despite repeated appeals, people continue to share their card details with others. Although a case is immediately registered when such an incident is reported, investigations are time-consuming and lead to delay,” said an official of the cyber crime unit.

He said Internet fraud and social media-related crimes had also registered an increase. People were being duped of money by honey trapping and investment opportunities. Most of the victims in such cases were women, he added. — TNS

The district police have come up with another plan to curb crime and ensure prompt action on the information pertaining to any crime.

It has released the WhatsApp number 8930500677 to receive inputs, videos and photos about any crime for taking immediate action. Significantly, the police will also honour the sender with appropriate cash prize for assisting it in curbing various crimes.

“The move aims at promoting community policing and ensuring valuable contribution of the public in preventing crime. Quick action will be taken on those videos/photos and other information received on the WhatsApp number. It will not only help the police in maintaining law and order but also prove supportive in curbing the occurrence of crime,” said Pankaj Nain, Superintendent of Police (SP), Jhajjar.

He maintained that videos and photos pertaining to any crime work like an evidence for the police during investigation of any case.

Most of the times, these videos and photos provide decisive clues, which later turn out to be instrumental in conducting the probe in the right direction.

A provision has, therefore, been made to award cash prize to the sender for providing crucial inputs about any crime, he added.

“Besides, we have decided to conduct a survey across the district in order to identify those elderly people who live alone. The main aim of the planning is to provide them security and to connect the police with them for help purpose. After the survey, the PCR and riders will remain in touch with such elderly people to ensure their security,” said Nain.

The SP claimed that several steps had also been taken to ensure the security and safety of women and girls in the district.

Not sworn in, Naraingarh MC chief threatens to move HC

Naraingarh Municipal Committee (MC) president Shrawan Kumar has threatened to approach the Punjab and Haryana High Court as he has not been administered the oath even a month after his election. The post of MC president fell vacant in November last year following a no-confidence motion against the then BJP-supported civic body president.

On the directions of the Punjab and Haryana High Court, the re-election to the post of the MC president was held on May 26 and Shrawan was elected to the post. In the absence of a notification, he is yet to be administered oath.

“The notification is not being issued due to political pressure. I had resigned from the BJP nearly six months ago. I had sent my resignation to the district BJP chief, but it was not accepted. I have not got a response yet. The notification should be issued immediately, failing which I will approach the High Court,” he said.

The Naraingarh MC has 15 councillors. On May 26, Shrawan got nine votes and the ousted MC president six. Ambala MP Ratan Lal Kataria and Minister of State Nayab Singh Saini voted for the BJP candidate.

“The seat is reserved. The election was being delayed, following which we had to move the High Court. After directions from court, the election was held in May. Since Shrawan is not supported by BJP leaders, the notification is not being issued,” said Sukhwinder Singh Nara, Punjab and Haryana High Court advocate. “The delay in election and notification amounts to denial of social and political justice provided in the Preamble of the Constitution. To uphold purity and sanctity of democracy, the government must issue the notification immediately,” he said.

“A notice was sent to the Urban Local Bodies Department, Chief Secretary and local administration last week, informing them that Shrawan would move the High Court if the notification was not issued. We will approach court in the first week of July if the notification is not issued this week,” he said.

She said residents of Uchana segment had been demanding a station for more than four decades. Lata undertook groundbreaking ceremony for the construction of a station at Baroda village.

She said Baroda was an important pilgrimage destination for the Jain sect and the railway facility would ensure better connectivity to the area. Uchana MLA credited her husband and Union Steel Minister Birender Singh for the project. She said the earthwork for the railway station would be conducted under MNREGS. — TNS

State BJP poll monitoring panel to meet tomorrow

The state BJP’s election monitoring committee will meet on June 30, probably in Gurugram, to take stock of the political situation in the state, including Leader of Opposition Abhay Singh Chautala’s statement that all electricity meters will be removed should the INLD cometo power.

State BJP president Subhash Barala said here on Monday that the committee would carry forward deliberations on issues taken up during the meeting in the National Capital on Friday, attended by BJP national president Amit Shah. It was convened with regard to the strategy for the General Election.

Referring to the INLD leader’s statement, Barala described it as “political opportunism of the worst form” and “an attempt to create anarchy”. In the context of reportedly inflated and faulty bills, Abhay had reportedly stated in public that the meters would be dispensed with if his party returned to power.

Barala claimed that INLD leaders had a track record of misleading people to come to power. He said in the late 1990s, the party leadership had called upon people not to pay their electricity dues, promising that the INLD government would do away with electricity meters and meter readers.

Barala said people believed in the party and cumulative arrears ran into thousands of crores. He referred to Abhay’s reported statement that his government had never gone by merit with regard to appointments and would continue to do so.

“Such statements from those in responsible positions is in bad taste. Leaders of the INLD are in jail for disregarding merit. They have no issue against the BJP government, but want to whip up negative passion on issues which are illegal,” Barala said.

State govt oblivious to flood fury in Ghaggar?

A high-powered committee on purchases on Wednesday approved several pumping sets, including 75 electric ones and 175 diesel ones, to drain out rainwater.

To put this into perspective, consider this: the monsoon has already set in and a heavy to very heavy rainfall is predicted in eight districts of Haryana in the next four days.

The delayed placement of order raises question on the state’s preparedness for preventing floods in the Ghaggar river.

Ghaggar has been bringing miseries for people living along its 350-km length in Punjab and Haryana, though magnitude of its fury varies year to year depending on the rainfall in its catchments areas.

In the past 60 years, people in Kaithal, Sirsa, Fatehabad and Panchkula faced the fury of floods22 times.

Besides, some drains have been causing problems for residents in Ambala and other districts. People in Fatehabad and Sirsa districts, where 140 km of Ghaggar’s length passes through, are a worried lot.

“The memories of 2010 are still fresh. Then, the village was submerged under 3 to 10 ft of water due to a breach in the Ghaggar. Looking at the vulnerability of the river’s embankments, it seems the authorities have not learnt any lesson from the past,” said Neeraj, a resident of Sirsa’s Bani village.

Sirsa and Fatehabad DCs recently reviewed preparations for floods in their districts and issued directions to officials responsible for flood control.

Sirsa DC Prabhjot Singh visited Musahibwala, Farwai and other flood-prone villages. Villagers said they took it upon themselves to maintain the 11-km ring bandh from Musahibwala to Farwai after the Irrigation Department washed off its hands from the work.

Fatehabad DC Hardeep Singh told officials of the Disaster Management Department to keep ready life jackets, boats, oars, batteries and mikes in the time of need.

Phool Singh Nain, Chief Engineer, Irrigation, said: “There are more than 500 drains in the state. The cleaning of all drains is in progress.”

On the delayed purchase of pumping sets, he said his department had sent the demand in advance.

Nain said 59 projects worth Rs 36.71 crore were approved for Panchkula, Ambala, Kaithal, Kurukshetra, Hisar, Fatehabad and Sirsa for cleaning of Ghaggar and other drains.
