‘Gobar Dhan' scheme launched

Union Minister Uma Bharti and Chief Minister Manohar Lal Khattar on Monday launched the ‘Gobar Dhan' scheme for Nation from the NDRI auditorium here. Under this scheme, bio-gas will be produced in one village in each district of the country by utilising livestock waste. It will also help in enhancing the income of farmers.

Union Minister of State for Drinking Water and Sanitation SS Ahluwalia was also present among the dignitaries across the country

Kunjpura village in Karnal has been identified under this scheme, which is an initiative under the Swachh Bharat Mission (Rural).

Earlier in the day, Chief Minister Khattar inagurated a newly constructed bus stand at the Baldi bypass. He laid the foundation stone of several projects, including the four-lanning of the Karnal-Munak road among others. He also flagged off a traffic awareness rally.

Politics over SYL canal set to hot up again

Politics over the SYL canal, which has been a big political issue in Haryana for the past over five decades, is set to hot up again as the INLD will launch a campaign of court arrests from Bhiwani on Tuesday.

Under the campaign named as “Jail Bharo Andolan”, the INLD has already announced a schedule of programmes to be held in the month of May.

As per the programme, the INLD will hold a rally at Bhiwani on May 1, following which thousands of workers will court arrest, said sources in the party.

“After Bhiwani, our workers will court arrest at Yamunanagar on May 4, Nuh on May 8, Sirsa on May 11, Narnaul on May 15, Kurukshetra on May 18, Fatehabad on May 22, Palwal on May 25 and Kaithal on May 29,” said Leader of the Opposition in State Assembly Abhay Singh Chautala.

Chautala alleged that the present BJP government in the state and at the Centre was not interested in constructing the SYL canal, which is a lifeline for farmers in the state.

He claimed that ever since Haryana was carved out as a separate state in 1966 and was allotted its share of waters, the INLD was the only party that had sincerely tried to build the SYL canal.

“The Congress remained in power from 1966 to 1976, but it did nothing to construct the canal. Devi Lal took over in 1977 and released Rs 1 crore to Punjab for the acquisition of land and Rs 2 crore for the construction. But then Bhajan Lal, who remained in power from 1980 to 1986, did nothing and the matter went to courts. On June 16, 2002 when the Supreme Court gave its verdict in favour of Haryana, it was the Congress government in Punjab that promulgated the Punjab Termination of Water Agreement Act, 2004, which was challenged by the Haryana Government headed by Om Prakash Chautala at that time. For the next 10 years, the Congress government also did not make any efforts for early hearing of the case in the court. Now when the SC has ordered to construct the canal, the BJP government is not showing any interest,” he said.

He said the party has given time to the government to start the construction of the canal by May 1 or face agitation.

Ever since the INLD launched its Jal Andolan in February last year, the party “digged” canal at Shambhu on February 23, ‘Sansad Gherao’ on March 16 last, dharna at Jantar Mantar from April 1 to 8, blocked roads from Punjab on July 29 and organised a rally at Ramlila Maidan on March 7.

Chief Minister Manohar Lal Khattar said on Sunday that the government was planning to engage the youth in engineering colleges among the state under the Prime Minister’s ‘Swachh Bharat’ summer internship project.

He said the Haryana Government would inaugurate 401 ‘vyayamshalas’ in the state on May 5 with a single click so that the youth of the state got advanced facilities for games and yoga.

The Chief Minister was addressing the gathering after listening to ‘Mann ki Baat’ of Prime Minister Narendra Modi with the general public in Babail village of the district.

He said the Prime Minister had praised youth of the state who had won laurels for the state and the country in the recent Commonwealth Games.

Appealing to the youth not to waste their time during the two-month vacation, he said the government was planning to engage engineering students in the creative work of development of ponds.

A scheme for pond development and water conservation would be prepared through the Haryana Pond Development Authority under this project, he added.

He said the ‘Swachh Bharat’ summer internship initiative of the Prime Minister would provide direction to the youth in the country and they would get training through skill development and other schemes.

Making mention of gold medallist Anish Bhanwala in his speech, the Chief Minister said the youth of the state were capable of achieving all their goals. He praised the youth who had cracked the civil services examination.

He asked women present in the gathering about the success of the Ujjawala scheme. After Ramrati pointed out that she did not have an LPG connection. He directed officials to provide her an LPG connection at the earliest.

The Chief Minister announced a shed for the grain market in Babail and Rs 2 crore for all development works sought by sarpanch Rakesh Kumar.

Transport Minister Krishan Lal Panwar, MLAs Rohita Rewri and Mahipal Dhanda and media adviser to CM Rajiv Jain were present during the event.

Cong leaders vie for Rahul’s attention

Buoyed by change in state leadership of the Congress effected in Madhya Pradesh by the party high command, Haryana’s leaders are making a beeline for Congress president Rahul Gandhi in the hope of ushering in a change in the state as well.

Three Congress leaders have already met Gandhi in the last one week while a few others, in a joint delegation, will call on him on Tuesday.

Sources said MLA Jai Tirath Dahiya, former Chief Parliamentary Secretary Rao Daan Singh and former MLA Dharampal Malik met the Congress president last week while a delegation of MLAs from the SC community — Geeta Bhukkal, Udai Bhan, Jaiveer Balmiki and Shakuntala Khatak — would meet him next.

In a divided state Congress, most of these leaders meeting the Congress president belong to the faction led by former Chief Minister Bhupinder Singh Hooda. With Assembly elections due in October 2019, they are learnt to be pressing for an urgent need of change in the state leadership and giving their feedback on goings-on in the state unit.

Though none of the MLAs was willing to disclose details of the one-on-one meetings and what transpired, they said the Congress president gave them a patient hearing on all matters concerning the party and major issues in the state.

“He was very receptive and assured us that the feedback was taken well. A leader’s job is to hear everybody and he conversed with an open mind,” said one of the leaders.

As state leaders take turns to meet the Congress president, state Congress chief Ashok Tanwar and Congress Legislature Party leader Kiran Choudhry, leading another faction in the party, have been meeting Gandhi regularly.

The sources said in the absence of an “involved” party general secretary, they had been meeting the Congress president separately to apprise him of the situation and goings-on in the organisation and the state.

The sources said after senior Congress leader Kamal Nath, general secretary for Haryana, was named Congress chief in Madhya Pradesh, the next general secretary would soon be announced for Haryana. The sources said a divided Congress needed the feud among various factions settled to take on the Bharatiya Janata Party government in the state and make an impact.

Various leaders of the party had been going their separate ways at present to showcase their strength and leadership without coming together for any joint programme. In the absence of an “involved” general secretary, the differences had widened with passage of time.

Eye on Sikh votes, JAD plans meet in Haryana

In an attempt to unite Sikh voters in the state, the Janata Akali Dal (JAD) has planned to organise a Sikh convention in Haryana. The convention would be held under the banner of Haryana Sikh Panthik Ekta and it would be organised in Karnal or Kurukshetra in June.

Speaking to The Tribune over phone, JAD chief Jagdish Singh Jhinda said, “A convention would be organised and it is an attempt to unite the Sikh voters. We are in touch with several Sikh saints and other prominent neutral Sikh personalities, including teachers, doctors and advocates, who have a good reputation in the society. Sikh leaders from other political parties would also be invited to the convention.”

“It is an attempt to mark our presence felt and let the other political parties know that the time has come to give importance to the community. Without showing political presence nothing can be achieved. As many as 30 Assembly and four parliamentary seats in Haryana have a sizeable presence of Sikh voters and the Sikhs can play the deciding factor in the Lok Sabha and Assembly elections,” he added.

Jhinda said, “The convention would be organised in June but the date and place is yet to be finalised. Besides this, it would be headed by saints and intellectuals instead of political leaders. We have been receiving a positive response from several prominent Sikh personalities in the state.”

“The Shiromani Akali Dal had announced to contest elections in Haryana and it is an attempt by the party to divide Sikh voters in the state. Everything is being done at the behest of BJP. The convention would help us in uniting Sikh votes in the state. A strategy is being chalked out in this regard,” Jhinda added.

He said, “The JAD has already made its intentions clear by announcing that it would contest the Assembly elections. Though we are looking for an alliance, we will contest even if there is no alliance. The JAD is trying to know the opinion of the party members and it would go with their decision.”

The JAD had announced to contest on 29 seats in 11 districts of Haryana.

HSSC cancels process to fill 8,000 Group C posts

More than five lakh applicants will have to wait longer for Group C jobs, as the Haryana Staff Selection Commission (HSSC) has cancelled the selection process and decided to call applications afresh.

This is because the state government has revised the selection criterion, dispensing with interview for recruitment in Group C and D posts, sources say.

As per the new criterion, the selection will be on the basis of a written exam, and applicants’ experience and socio-economic background.

Sources said the HSSC was to hold written tests for more than 8,000 Group C posts as per the old criterion and the dates for the tests were yet to be announced.

The posts included about 2,000 in Skill Development and Industrial Training Department, 600 in Health, 1,000 in Irrigation, 500 in Panchayat, 600 in police and 2,000 in Public Health Engineering.

The HSSC Chairman, Bharat Bhushan Bharti, said those who had already paid the fees would not have to pay it again and nor would they be considered overage. “Earlier, the applications were invited on the basis of the old criterion. So, it was necessary to cancel the process and seek applications afresh.”

The HSSC was recently in the news after Chief Minister’s flying squad arrested five of its employees for allegedly duping candidates by demanding money for jobs.

The commission is also in the process to fill 7,000 posts in the Haryana Police and 34,000 posts of Group D.

‘Namaz’ disruption: 6 get bail

A local court granted bail to six men, who were arrested for disrupting namaz in Sector 53 here on April 20.

This, however, is not “enough” for the Sanyukt Hindu Sangharsh Samiti, which has decided to organise a protest march on Monday demanding not just withdrawal of case against the accused, but also a ban on offering namaz in an open area.

“We are happy that our demand of immediate bail has been met, but we want withdrawal of case against them and also a complete ban on offering namaz in the open without official permission or approval,” said Abhishek Gaur, district president, Bajrang Dal.

The protesters will gather at Kamla Nehru Park and march to the Mini-Secretariat, where they will hand over a list of their demands to the DC. — TNS

He refused four govt jobs to prepare for IAS

Sudhir Gehlawat, who bagged 42nd position in the UPSC examination, was so inclined towards joining the civil services that he did not join four government jobs for realising his dream of becoming an IAS officer to serve society.

A resident of Sector 6 in Bahadurgarh, Sudhir cracked the civil services examination in his second attempt. Earlier, he did not succeed in interview.

“I took failure in my first attempt as a challenge and started preparations for the next attempt with more energy, toil and concentration. Besides coaching from an institute in Delhi, I devoted at least 10 hours a day,” he said.

Sudhir said he was confident about success this time, but had never imagined about getting a place among the top 50. “I will ensure my contribution to development of the nation. The uplift of deprived sections of society will be my priority,” he said.

Giving credit to his parents and siblings, he said they had always motivated him. “Hard work, devotion and concentration are the keys to success not only in the civil services exam, but other exams as well,” he stated.

Sudhir’s father Jasmer Singh is employed with the Delhi Police and his mother is a homemaker. His brother Shekher is a BTech engineer and sister Nitika a dentist.

‘Rahgiri’ organised to preserve Haryanvi culture

The civil and police administration on Sunday organised ‘Rahgiri’, a citizen initiative programme, with an aim to preserve Haryanvi culture and enhance coordination between the administration and public.

The programme was attended by local citizens and students of various schools. Haryanvi orchestra and other cultural items were applauded by the audience.

Deputy commissioner Sunita Verma, SP Astha Modi, SDM Kamalpreet Kaur remained at the centre stage during the programme.

The theme of the programme was “Beti Bachao, Beti Padhao” and balloons carrying this message were released by the DC and SP.

The event was organised on the main Karnal road outside the Maharaja Suraj Mal Jat stadium, which caused a lot of inconvenience to commuters. The programme began at 6 am and continued till 9 am. The event was first of its kind and people from all walks of life participated. Mimickery by Rajiv Sharma, women volunteers from Patanjali Peeth spread the message to keep good health. Matka race, kabaddi and tug of war were also held.

The kabaddi match between the local police and Rohera village youths was witnessed with keen interest. Tv anchor Jyotika from Delhi conducted the stage.

Kulwant Bajigar, MLA Guhla, lauded the efforts of the administration and the public in making the programme a success.

The participants were given paintings prepared by SDM Kamalpreet Kaur as mementos.

Marathon organised

Ambala: Hundreds of people took part in a special event ‘Rahgiri’ organised by the district administration near the central jail in Ambala city on Sunday.

Officials from the district administration and the Police Department also participated in the event.

Deputy Commissioner Sharandeep Kaur said the main objective of the programme was to strengthen the relations between the public and the administration. She said it is an attempt to provide a stress-free atmosphere to the people who work in offices, run business throughout the week.

A marathon was also organised on the occasion, which was flagged off by the Municipal Corporation Commissioner, Dharmaveer Singh.

Along with schoolchildren, corporation commissioner, SDM Ambala City and Cantonment, DSP, CTM and other officials participated in the marathon. The Ambala Club arranged refreshments for the participants.

Students take part in fun activities

Kurukshetra: After its grand success in Gurugram and Karnal, ‘Rahgiri’, a citizen initiative, was rolled out in Kurukshetra and Jind cities on Sunday.  Social organisations and scores of students participated in the cultural and fun activities that lasted for three hours from 6 am onwards. Budding players also gathered at the stadiums in the two cities to exhibit their skills. In Kurukshetra, Minister for Social Justice and Empowerment Krishan Kumar Bedi, BJP MLAs Pawan Saini, Subhash Sudha and others participated in the cycle march. Sudha was seen playing gulli-danda with the youngsters. The DC and SP of Kurukshetra led the public officials in various events. Arhtiyas oppose direct payment to farmers

On the call of Haryana Arthiyas’ Association, commission agents of Karnal and Ambala grain market suspended work on Sunday in protest against a state government’s decision to credit money into bank accounts of farmers, bypassing them.

They opposed government’s another decision of not procuring wheat from Uttar Pradesh and other neighbouring states.

The Food and Civil Supplies Department recently issued a circular about direct payment in farmers’ account.

New Grain Market Commission Agents’ Association, Ambala, president Duni Chand said: “The decision of crediting money into the bank accounts of farmers impacts the arhtiya system. We will continue to suspend work till our demand is met.”

Another commission agent said, “Arhtiyas lend money to farmers. If payments are transferred into their accounts, there is no guarantee that we will get our money back. Besides, banks may deduct the loan amount while crediting the money in farmers’ accounts. In the process, farmers may end up getting nothing.”

Arthiyas of the Karnal grain market led by their president Rajneesh Chaudhary assembled in the mandi. They allowed farmers to unload their produce at their shops, but refused to weigh wheat.

“We are against illegal trading of wheat from other states, but farmers should be allowed to sell their produce anywhere in the country,” said Chaudhary.

Farmers demand the government to end the deadlock. Referring to arthiyas as their “ATMs”, some of the farmers said they should be paid as per the old system — through the arthiyas.

“An arthiya is like an ATM for a farmer as he can get money anytime from him. Direct payment will affect their relationship,” said Ajmer Singh, a farmer.

Kushal Boora, District Food Supply Controller, Karnal, admitted that wheat was not procured on Sunday. “It was government’s decision to issue the circular,” he said.

Bharatiya Kisan Union (Charuni) spokesman Rakesh Bains said, “We welcome the government’s decision. It will end the exploitation of farmers.”

Wheat purchase more than last year

Wheat procurement in the state has surpassed the previous year’s level. A total of 78.64 lakh metric tonnes (MT) of wheat has been procured by the state agencies till now against 74.25 lakh MT last year.

While stating this here on Sunday, a spokesman of Haryana Food, Civil Supplies and Consumer Affairs Department said while the state agencies have procured over 78.64 lakh MT, the traders have procured 441 metric tonnes.

Giving details of the wheat procured by the government agencies, he said over 31.92 lakh metric tonnes have been procured by Haryana State Co-operative Supply and Marketing Federation Limited (HAFED), whereas the Food, Civil Supplies and Consumer Affairs Department has purchased over 23.28 lakh metric tonnes. He said the Food Corporation of India has purchased over 9.54 lakh MT and Haryana Warehousing Corporation has purchased over 13.88 lakh MT.

The spokesman said Sirsa district was leading in wheat arrival where over 10.27 lakh MT of the crop had been procured followed by Karnal district, which recorded over 8.54 lakh MT of wheat arrival. Similarly, over 7.12 lakh MT of wheat has been procured in Jind, over 6.82 lakh MT in Kaithal, over 6.41 lakh MT in Fatehabad, over 5.61 lakh MT in Kurukshetra and over 5.15 lakh MT in Hisar.

Illegal trading: Case against three firms 

Sonepat: A case of cheating was registered against Kharkhoda-based Shasher Trading Company, Ganesh Trading Company and Jinaal Trading Company. In his police complaint, Deepak, secretary, market committee, Kharkhoda, said that during checking on April 23, a team of the market committee, FCI and District Food and Supplies Controller found 500 quintals of wheat filled in FCI bags at a deserted place on the Rohtak road. He said the team recovered a weighing machine, and old and new bags for filling wheat stock, reportedly brought from other states. OC

Turtle conservation project in Kurukshetra village hangs fire

An ambitious project to conserve the natural habitat of endangered species of turtles at Thana village in the district has fallen prey to the bureaucratic obstructions.

On July 30, 2017, Chief Minister Manohar Lal Khattar had inaugurated the initiative aimed at participation of community members.

Khattar had announced a five-member panel that would be mandated for the conservation of a biodiversity hotspot around the ancient Brahamsar pond.

However, information gathered from various sources confirm that the state authorities have yet to notify the committee.

An official in the Forest Department said a list of the proposed members was submitted to the CM’s office in August last year. “But the state authorities have not given consent to the committee. As per rules, no work can be undertaken at the Thana community reserve without approval of the proposed committee,” he said.

Spread over 100 acres, the pond has a considerable population of softshell turtles that are on the ‘critically endangered’ red list of the International Union for Conversation (IUCN) of Nature.

The pond is also a natural habitat of flapshell turtle and various species of fish.

The Wildlife Department is yet to undertake census to determine the species of flora and fauna at the site.

Sources said the delay would impact the plan of giving a facelift to the population of migratory birds.

Sources said as the shallow section of the pond had dried up, it was an ideal time to desilt the lake and construct a boundary wall to check the movement of cattle and human movement in the water body area. Birdwatchers claim there was a considerable drop in the number of migratory birds this year.

Guest teachers raise voice for pay parity

Demanding same wages for similar work, hundreds of guest teachers held a state-level rally here on Sunday. They planned to gherao the Chief Minister’s camp office, but after an assurance from officials, they dropped the move.

Guest teacher Maina Yadav, widow of ITBP Jawan Balwant Yadav from Mahendragarh who got her head tonsured on February 11, went on indefinite fast. She alleged that their demand was not met even two months after an assurance by Chief Minister Manohar Lal Khattar.

“I got my head tonsured on February 11 in support of the demand of regularisation of 15,000 guest teachers and same wages for same work. We were given an assurance on February 17. A senior IAS officer was appointed for submitting a report. Despite submission of the report, no action has been initiated so far for fulfilling this demand,” she said. “I will continue my fast for our demands,” she said.

Guest teacher Pushpa Sharma said the government had failed to fulfil its promise that they would be given same salary for the same work. She said the senior IAS officer submitted his report on March 16 in support of their demand, but the government was not taking the issue seriously, forcing thousands of guest teachers to protest. — TNS

Residents protest HUDA notices

Residents of two HUDA sectors here have expressed resentment against enhancement notices issued to them by the HUDA authorities. Plot owners in Sectors 19 and 20 sat on dharna here on Sunday.

The plot owners said it was strange that they had been served enhancement notices due since 2007 in 2017. They said after a lapse of so many years, enhancement amount with interest had increased many times, which was unjustified.

Some residents said they had submitted memoranda to the state government on the issue in the past, but no action had been taken. They pointed out that the increase would be to the tune of Rs 7,000 per marla and plot owners would have to pay huge amounts to HUDA.

Harinder, president of the Sector 19 RWA, and Ram Bhagat, president of the Sector 20 RWA, threatened to start an agitation and resort to strong measures to catch the attention of the government. They sought immediate withdrawal of HUDA notices. Some residents complaint of bad roads and poor sanitation.

Govt employees threaten stir against ‘anti-labour’ policies

Leaders of the Sarv Karamchari Sangh (SKS), an organisation of government employees, on Sunday said that the sangh would start a ‘jail bharo andolan’ from July 27, in protest against the anti-worker policies of the state government.

At a state-level ‘lalkar rally’ organised at Jind’s HUDA ground, the SKS leaders lamented the BJP government for its anti-worker policies.

Dharambir Phogat, president, SKS, said the ‘jail bharo andolan’ would be followed by the gherao of the state Assembly in Chandigarh during its Monsoon Session.

Phogat cautioned the state authorities of an indefinite strike if their demands were not met. He said the time of the strike would be announced soon. He said the SKS would support the three-day strike call announced by municipal workers association beginning May 9.

Sangam Mahila Village Organisation (VO), Satundi, Gharaunda, has been selected as the best village organisation across the country for its performance in the social and economic upliftment of women, for the financial year 2016-17.

The award is likely to be given by Prime Minister Narendra Modi on May 5 in Jharkhand at a national-level programme.

“We are very happy with the selection. We not only help women economically by providing them easy loans, but also help them socially,” said Sarita, professional resource person of the village organisation.

The Sangam Mahila VO was formed in December 2014, which has 17 women self-help groups (WSHGs) as its members, says Nishant Kumar Yadav, Additional Deputy Commissioner (ADC).

He said the village organisation had contributed four professional resource persons (PRPs) and also for child and mother health issues. They had also solved various domestic violence cases in the village and worked against female foeticide, dowry system.

“The Ministry of Rural Development (MoRD) has decided to felicitate 10 best performing village organisations, which were shortlisted after a comprehensive assessment of the nominations received from several State Rural Livelihoods Missions (SRLMs), running for poverty alleviation of women under the National Rural Livelihoods Mission (NRLM). It is a proud moment for us that one of our VO’s has been selected for the award,” he said.

The SRLM is covering all the 22 districts since June 2013. This programme is being implemented in Karnal and over 1,593 women self-help groups are operational.

Council to review academic courses for more jobs

The newly constituted Haryana Higher Education Council will recommend review of academic courses at the state universities and colleges to improve employment potential and job skills. The council will also advocate grant of permission to students for pursuing more than one course simultaneously.

Prof BK Kuthiala, Chairman, Haryana Higher Education Council, maintained that addition of vocational content to higher education course curriculum was essential to increase employability.

“We will recommend the tenure of the Vice-Chancellors of the state universities be increased from three years to five years and the age limit be raised from 65 to 70 years,” he said.

The council chairman further stated that the authorities of all the state universities would be directed to prepare a 25-year perspective plan and a concise 5-year plan to improve the working in teaching departments.

“Effort will be made to do away with redundant curricula and re-designate the existing staff for optimum utilisation of available resources,” he said.

Arts varsity to serve as nodal agency for soft-skill courses

The State University of Visual and Performing Arts (SUPVA) is all geared up to begin its new academic session from August 1, a week earlier than the previous session’s schedule.

A series of entrance tests for various study programmes will be organised in the months of May and June. The qualifying test will be conducted online and the list of qualified candidates will be displayed on the university’s website on May 17.

Thereafter, the university will hold aptitude and skill tests for the qualified candidates from June 28-30. The entire intake process will end on July 27.

Talking to mediapersons here, SUPVA Vice-Chancellor Rajbir Singh said that the university prospectus was available on the university website since March 20. He said that from this year, choice-based credit system (CBCS) would be introduced to widen the range of papers to be offered during the academic session.

The VC pointed out that SUPVA offers professional programmes in performing and visual arts across various disciplines like film and television, acting, design, urban planning and architecture etc.

“There will be a special focus on the industry-academia interface, which will not only guide the syllabi development, but would also be instrumental in the training and placement of students,” he said.

The VC said the university was now all set to take up the crucial task of soft-skill training across the higher education institutions of the state. SUPVA would be the nodal agency to develop, design and implement soft-skill courses, besides being the digital learning resource centre.

A number of adjunct faculty members across various disciplines would also be engaged to enrich and diversify the teaching-training resources at the university, he added.

The VC said the university library would be upgraded and kept open round the clock. The campus would be developed as green and self-sustainable campus, he added.

Pact signed for gas, compost from waste

The state government has signed a memorandum of understanding (MoU) with the Indian Oil Corporation (IOC) for setting up of a biomethenation plant here. The plant will produce gas and compost from organic waste.

The MoU was signed by officials of the Municipal Corporation (MC), Faridabad, IOC, Haryana Shahri Vikas Pradhikaran (HSVP), Ecogreen and Iskcon in the presence of Industries and Commerce Minister Vipul Goel.

Goel said it would help Faridabad in realising the goal of Smart City. The project would be set up by the IOC at a cost of Rs 3 crore, he said and added that it would be ready by March 2019. Land for this project has been made available by the HSVP.

The plant would produce nearly 18 cylinders of gas everyday and it would be supplied free to Iskcon, the agency engaged in cooking and supply of mid-day-meal to 60,000 schoolchildren here. The plant would also produce about four tonnes of compost per day from about five tonnes of organic waste. The compost would be supplied to the HSVP for its parks. The waste would be collected and delivered to the plant by Ecogreen, the company presently engaged in disposal of waste in the city. — TNS

A local court has sentenced three drug peddlers to four-year jail after finding them guilty in an NDPS case.

Additional District and Sessions Judge Rakesh Singh also imposed a fine of Rs 40,000 on the convicts.

Mangal Singh, Madan Lal and Hardyal Singh were arrested in May 2015 on the charge of peddling poppy husk. The Kurukshetra police had recovered 14-kg narcotic from the possession of Mangal and Madan.

Hardyal was found guilty of providing poppy husk to the two.

Hisar, April 29

A temporary assistant linesman (ALM) of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) was electrocuted to death when he was repairing a connection on Haluvas feeder in Bhiwani district on Saturday.

The deceased, Mainpal (35), was a native of Bhiwani’s Chang village.

The body was taken to the Civil Hospital for the postmortem. The DHBVN employees’ union and the family members refused to cremate the body, demanding adequate compensation.

After Sanjay Kumar Ranga, Executive Engineer, DHBVN, handed over a cheque for Rs 10 lakh to the bereaved family, the family agreed to cremate the body.

Dharambir Bhati, a leader of the union, leader said the DHBVN should provide linemen with safety equipment so that mishaps could be averted. “Mainpal’s wife will get pension,” he said. — TNS

Tender blues for waste-to-energy plant

The district’s wait for its own integrated waste-to-energy plant at Patvi is unlikely to end soon as the tender process for the plant has been re-initiated for the fourth time due to inadequate bids received during the last tender.

The government had given the approval to transform a defunct solid waste treatment plant into an integrated waste-to-energy plant at Patvi in the district last year.

The estimated cost of the project is more than Rs 300 crore and multi-national companies are expected to compete for the project as expertise to generate energy from waste is with very limited companies in the country. Keeping the same in mind, global tenders were floated.

The Municipal Corporation has floated the tenders thrice since September last year. The last tender was opened in March, but there was only single bid.

Ambala generates over 300 tonnes of waste in a day. The plant at Patvi was constructed at an initial cost of Rs 12 crore and treated 70 metric tonnes of solid waste daily, besides generated 5 MW and produced organic fertiliser from the waste, but the quality of fertiliser was not good. It was shut down shortly after its inauguration in 2008 as the Union Ministry of Environment did not give clearance to the project. 

A series of objections and litigation cropped up between the company and the corporation, the legal battle was won by the corporation, last year.

Instead of reviving the plant, it was decided to set up a waste-to-energy plant. 

Ambala Municipal Corporation Joint Commissioner Gagandeep Singh said, “There was only one bid from the last tender and that was not adequate as per the guidelines. The process to float a fresh tender has been started and that is being taken care of by the headquarter (Urban Local Bodies). As soon as we get the instructions, the corporation will float the tender.”

Indian cow breed, developed in Brazil, have been ranked number one in the world. These cows will be brought back to the country to improve the breed here. This was disclosed by Haryana Animal Husbandry Minister OP Dhankar, who is leading a high-level delegation to Brazil, after attending Expo Zebu (Cow) at Uberaba on Sunday. 

The Expo was inaugurated by the President of Brazil, Michel Temer, who appreciated the Indian breeds of cows and inaugurated Kamdhenu Shala. The other members of the delegation included principal secretary, Agriculture and Farmers’ Welfare Department, Dr Abhilaksh Likhi, MLAs Balwant Singh, Bakhshish Singh, principal secretary, Irrigation Department, Anurag Rastogi, Chief Administrator, Haryana State Agricultural Marketing Board Mandip Singh Brar and other officials.

Children to be screened for eye problems

The Health Department of the state government is working on an innovative health model, which will allow screening of children for eye problems, across the state.

Proposed to be developed in coordination with Natralya Hospital in South India, the model will be software driven for which an MoU will be signed soon. 

“This is an example of how technology plays a greater role in data collection and disease monitoring,” said Amneet P Kumar, Secretary, Health and MD, National Health Mission, Haryana.

Speaking at Elets Healthcare Leaders Forum here on Friday, she said a number of e-initiatives had been taken by the Health Department, which included use of software to make data on non-communicable diseases available online.

“This will help in real-time monitoring of all patients and diseases across the state,” said Amneet P Kumar. 

Dr Raj Bahadur, Vice-Chancellor, Baba Farid University of Health Sciences, Faridkot, enumerated on how e-evaluation of examination answer papers had brought about accountability and transparency in the system. 

“We have introduced e-based examination system in which question papers are transferred online to the designated person in the examination hall just before the exam starts,” said Dr Raj Bahadur.

Youths attack Dalit colony

About 50 youths attacked a Dalit basti in Model Town Karhera village of the district on Saturday night and ransacked houses and vehicles.

Superintendent of Police Rajesh Kalia, along with DSPs and SHOs, visited the spot and deputed police force.

The police have booked assailants under the IPC and the SC/ST Act, and rounded up 13 youths of the village.

A Dalit youth and a girl of an upper caste eloped from the village on April 24 and a case was registered against the Dalit youth on the charge of kidnapping the girl on April 26. Angry over the issue, the armed youths attacked the Dalit basti.

They entered the Dalit boy’s house and other houses, damaged vehicles and toilets, and beat members of the Dalit community, including women.

Meanwhile, Dalits held a panchayat meeting on Sunday and threatened to block traffic against the police “inaction”.

DSP Ajay Rana pacified the villagers after informing them some persons had been detained. He said the situation was under control.

~600 cr okayed for improving civic amenities

A sum of Rs 600 crore will be spent on nine projects to improve sewerage, drinking water supply and drainage system in seven towns under the second phase of the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) Scheme. The tenders for the projects will be invited soon.

Urban Local Bodies Minister Kavita Jain said under the second phase of AMRUT, a sum of Rs 41.88 crore would be spent for improving the sewerage system in Bahadurgarh, Rs 49.49 crore in Yamunanagar, Rs 57.55 crore in Hisar, Rs 163.09 crore in Rohtak and Rs 99.99 crore in Palwal. Similarly, Rs 95 crore would be spent on improving drinking water supply system. A sum of Rs 8.13 crore would be spent on the drainage system in Sirsa. — TNS

2 docs suspended, one dismissed

Taking stern view of alleged negligence in referring a woman in advanced labour elsewhere, reportedly leading to stillbirth outside the premises, Health Minister Anil Vij has suspended two and dismissed one doctor at the civil hospital here. Sonia (29) of Daulatabad village was taken to the hospital on Wednesday.

According to her husband, she was made to wait for two-and-a-half hours despite acute pain and then referred to Safdarjung Hospital in New Delhi citing complications though she was in advanced labour and fully dilated. Her family members took her to an ambulance, where she suffered stillbirth.

“The woman had come in the last hour of labour and was in acute pain. She was made to wait and then referred to Safdarjung citing complications,” said CMO BK Rajaura. Dr Jyoti Dabas and Dr Harpreet were suspended and the contract of Dr Akshita terminated. — TNS

18 health facilities certified

Chandigarh: The National Quality Assurance Programme has recently certified 18 health facilities in the state. Dr Sonia Trikha Khullar, executive director of the state Health Systems Resources Centre (HSHRC), was recently felicitated by Union Minister of State for Health and Family Welfare Ashwini Kumar Choubey. The urban primary health centre, Krishnanagar Gamri, Kurukshetra, is the first health centre in the country to have been certified. Of the remaining 17 health facilities, four are district hospitals in Panchkula, Gurugram, Faridabad and Rohtak, one community health centre at Gannaur in Sonepat, and 12 primary health centres in Panjokhara, Boha and Saha in Ambala, Pinjore, Kot and Barwala in Panchkula, Murthal in Sonepat, Raisina and Bhagal in Kaithal, Dayalpur and Chhainsa in Faridabad and Bhadson in Karnal.

Water helpline numbers launched

Rewari: The Department of Public Health Engineering has launched helpline numbers to resolve the problem of potable water in the district in the summer season. The numbers are 01274-260317 for Rewari city, 01259-275130 for Nahad Block, 01284-260062 for Khol and Bawal blocks. A toll-free number 1800-180-5678 has also been released. Deputy Commissioner Pankaj Kumar said the people facing the problem of potable water could dial the helpline number for lodging their complaints. “Potable water will be supplied while acting on the complaint immediately,” he said. Sources said drinking water was supplied through tankers on daily basis in the villages, which face acute shortage of water in the summer season. 

Two new courses at Hisar varsity

Hisar: Two new courses of BTech in Electrical Engineering and BTech in Civil Engineering will be started in Guru Jambheshwar University of Science and Technology (GJUST), from the new academic session 2018-19. The University has received an approval letter from the All-India Council for Technical Education (AICTE), New Delhi, in this regard. Prof Tankeshwar Kumar, Vice-Chancellor of the university, said they decided to introduce these courses in view of the demand of the young students. The VC Kumar said students from surrounding areas would be benefitted by these courses. In addition to two new courses, the AICTE has also extended approval for other technical courses being run in the university for the academic session 2018-19. Dr Anil Kumar Pundir, Registrar, said these two new courses would have an intake of 60-60 seats. The university will provide all necessary facilities to the students for smooth conduct of these courses. 

Stone of sewerage laid in Kaithal 

Kaithal: Pundri MLA Dinesh Kaushik and Deputy Commissioner Sunita Verma laid the foundation stones of a sewerage and Patwar Bhawan under the Mahagram Yojna at Pai village in the district recently. Later, they also inaugurated two newly constructed chaupals during a night camp organised by the district administration at Government Senior Secondary School. Kaushik said Rs 9.67 crore would be spent on the sewerage project, while Patwar Bhawan would be constructed at a cost of about Rs 6 lakh. Two chaupals had been constructed in the village at a cost of Rs 23.47 lakh. Chief Minister Manohar Lal Khattar would lay the foundation stones of an indoor stadium and an outdoor stadium, National Kabaddi Academy, and a veterinary hospital. Deputy Commissioner Sunita Verma said benefits of various welfare schemes were provided to people during the night camp that would help in bridging the gap between people and the administration.

IPL betting racket busted

The Gurugram police nabbed 11 bookies from a house in Sohna village in the district late Friday night while they were managing bets on the ongoing IPL matches.

They recovered an LED TV, 10 mobile phones and more than Rs 51,000 while the house owner, who is the key accused, managed to flee. According to the city police, they received a tip off about a big betting racket being operated from a lonely house in Sohna village. A team headed by SHO Ram Kumar raided the house and caught 11 men red handed while they were placing and managing bets on phones and recording them in a register. Those arrested are Rahul, Arshad, Maksood, Aslam, Salmuddin, Talha, Ashu, Raiees, Javed, Irshad and Jafruddin, all residents of Sohna and its adjoining villages. The house owner, Nabi, believed to be the kingpin of the racket, managed to escape.

Policy for regularisation of nursing homes amended

Chandigarh, April 29

The Haryana Government has amended the policy for regularisation of existing nursing homes operating from residential premises and grant of new nursing homes.

While stating this here on Wednesday, Urban Local Bodies Minister Kavita Jain said as per the amendment, the policy for regularisation of nursing homes would be applicable in the core area and residential, industrial, public and semi public zones as per the zoning regulation of the development plans. The new permission for nursing homes would be given only in the core area. Outside the core areas, the permission would be given in accordance with change of land use policy and as per zoning regulation of the development plan.

She said that area of the plot size should not be less than 350 square yards for hyper or high potential zone and 250 square yards for medium and low potential zone. The maximum upper limit for regularisation would be 750 square yards in case of hyper or high potential zone and 300 square yards for medium and low potential zone. — TNS
