Cabinet meeting: House transfer fee fixed at Rs 10,000

Any housing society in Haryana will not charge more than Rs10,000 as transfer fee in case of change of ownership of the apartment; shall fix charges for maintenance of common area and facilities on the basis of the size of the apartment; and all existing societies will modify their bylaws accordingly and get these approved by the District Registrar.

To pave the way for these, the Haryana Cabinet met under the chairmanship of Chief Minister Manohar Lal Khattar here today.

It approved an amendment to the Haryana Registration and Regulations of Societies Rules, 2012. At present, there is no provision with regard to the amount of transfer fee and maintenance charges.

The amendment also allows for extension of time limit for obtaining new registration number by the existing societies registered under the Societies Registration Act, 1860, and for fixing transfer fee in respect of transfer of apartment and fixing of maintenance charges charged by governing body of the society formed by apartment owners.

The Cabinet also approved a comprehensive affordable housing policy — Housing For All 2018 — for core areas of municipalities.

Accordingly, an affordable housing policy for core areas, i.e., thickly built-up area of the old town, lal dora or phirni of village included in the municipalities or area shown as existing town in the development plan of the town, would be provided to the identified beneficiaries under Central Government’s Pradhan Mantri Awas Yojana.

To implement the policy, the power under the Haryana Development and Regulations of Urban Area Act, 1975, would be delegated by the Town and Country Planning Department to the Urban Local Bodies Department.

To giving water conservation in the state a shot and the underground water table a steady booster dose, the government decided to issue an ordinance for setting up the Haryana Pond and Waste Water Management Authority.

The Cabinet approved a draft ordinance for setting up the authority which would manage all ponds located outside notified forest areas in the state, excluding those having an area of less than 0.5 acre.

The Cabinet also approved a proposal to enact the Haryana State Commission for Scheduled Castes Act, 2018. The commission will investigate and examine the working of several safeguards provided in the Constitution or under any other law for the time being in force or under any order of the government for the welfare and protection of Scheduled Castes.

  • Amending the Haryana Excise and Taxation Department (Group B) Service Rules, 1988, Service Rules of Group C of Excise and Taxation Department and Excise and Taxation Commissioner's Office (Group D) Service Rules, 2008, for raising the upper age limit for entry into government service 
  • Amendment and policy guidelines for allotment of land for setting up a free charitable hospital by a registered society, trust or association in a grain market
