25% rise in stubble-burning cases

Stubble-burning incidents during the rabi harvesting season has increased by 25 per cent over last year.

The Haryana Space Application Centre (HARSEC), a nodal agency of the state Department of Science and Technology, said this on Wednesday. It also said 5,925 incidents of active fire locations (AFLs) took place across the state from April 1 to May 30.

The AFLs during the corresponding period of Last year was 4,747.

RS Hooda, Chief Scientist, HARSEC, said: “Karnal district has again earned the dubious distinction of having the maximum number of fire incidents this year followed by Jind and Sonepat districts.”

“The situation in Karnal, Jind, Sonepat, Rohtak, Panipat, Sirsa, Hisar, Fatehabad, Kaithal and Kurukshetra is worrying. Despite the awareness campaign and attempts from district administrations to crack down on violators, the rising number of incidents indicates more efforts are needed to curb the menace,” Hooda said, adding they would resume an exercise of reporting fire incidents from October 1 to keep track of paddy harvesting.

He added accidental fire incidents in Karnal, Panipat and Fatehabad districts could not be differentiated from the stubble-burning. “This could have partially contributed to the increased incidences of stubble-burning this year.”

Hisar DC Ashok Kumar Meena said the administration had taken action in about 35 cases of fire incidents and imposed a fine of about Rs 40,000.

“We are in the process of issuing more challans against those who burn crop residue. However, there are cases of accidental fire as well. Officials will visit the fields to see whether it’s a case of accidental fire or stubble-burning. Action will be taken on the basis of field reports,” he said.

Additional Chief Secretary (Environment) Devender Singh has issued directions to the DCs to take action against violators and launch preventive measures.
